I agree, the City certainly hasn't been forthcoming about a change that will clearly negatively impact business owners in the area, as well as residents who will need to re-route.

In this day & age, just holding a 3 hour open house at a low-volume shopping mall is just poor strategy. Where was the City Page notice? Where is the notice (with drawing) on the regina.ca page? Social media (open house notice, with no drawings on FB)? etc...

There is merit to this approach... assuming the portables are good ones. Wilfred Hunt was intentionally designed with no permanent classrooms (only the gym, library, washrooms, staff room & a couple common areas are permanent).

The purpose was to leave a useful community facility in place when the School Board eventually needs to close the school. During the school's lifetime, core/portable model allows for extreme population fluctuations (when I was there, we were among the largest elementary schools in the city...750-900 students, and we were comfortable. St. Angela though was never designed to have so many portables as the actual school building is quite large and there isn't really any room left for extra portable classrooms as 2 additional portables are being added as we speak.

As for St. Pius and St. Andrew, those schools are so old they need major facelifts to keep them operational. Both may soon have more portables than actual classrooms so I guess the thought is rebuild. Douglas Park, right beside St. Andrew got a rebuild and it wasn't even overcrowded, Swift Current got 2 new elementary schools (a joint school) and that city hasn't seen any significant growth in 30 years. With the RCSD, they've been growing by about 400-500 students each year for the past 3 years with the trend expected to continue.

I think the real question is why do we even have a cathloic school board? Seems Saskatchewan is a little backwards on this concept.

But this question isn't construction related...

Ontario has 4 school boards: English Public; French Public; English Catholic; French Catholic. No comment on which is a better model (1 vs multiple), just that we're not alone.

It is in the constitution. That is, the right to a Catholic education. Almost impossible to change.

Right. But nowhere does it say that the education has to be provided by a completely seperate school system. Catholic values can be taught as a seperate set of optional classes within the public school system. And instead of there being an entire catholic school board & administration (being paid large salaries from our taxes to run all of this) there could be a Catholic advisor to the public school board. Probably one or two people to oversee the implementation and availability for the optional Catholic classes in each school. The money saved can go to maintaining our schools and providing a better education for our children.

Those ideas are too radical though for Saskatchewan. At least they've taken the first step of integrating the public and catholic schools into the same building for all new schools. That's a big step in the right direction.

I would support something along those lines and I am Catholic. The system absolutely is unfair, but I doubt there is the political will to change it unless we endure a prolonged financial crisis.

...rather than a phrase like "address the safety issues at Eastgate Drive and Coleman Crescent," which could mean a thousand things, the City could simply have posted the render to Facebook, regina.ca, CityPage, link from Twitter.

The meeting minutes & display boards at Vic Square appear to be the only places to see the render. The business owners in the affected area sure seem to be asserting that the Vic Square session was the first they'd heard of a closure.

Do you have a link to the page where the minutes are, rather than the minutes? The city doesn't allow links directly to the PDFs so they are showing as dead links.

He is right that it's almost impossible to change. You'd need half of the provinces with over half the population total to agree (at a minimum). Quebec will oppose because of their heavy Catholic roots, and Conservative governments likely would as well, due to their base's general religiousness compared to other parties.

It's doable, but there's absolutely no push to do it considering the other constitutional changes that are demanded (Senate reform/abolition, change in provincial powers, etc).

As a taxpayer you should be happy there's a Catholic Board in Regina. It is run far more efficiently than the Public Board is. The Catholic Board operates with $400 per pupil less from the govt than the Public Board. That translates to over $4 million per year in taxpayer savings.
