Not sure who "they" are, but that arrangement is between a private landowner and the federal government, so there is not much local officials can do about it. The properties will revert to market-rate whenever it is sufficiently profitable for the owner to do so. But as a proposition, I refute the notion that Section 8 is the problem, as vibrant cities should have a place for people from all tax brackets to live. In this case you likely take issue with the shoddy maintenance of the buildings and unsuccessful policing, not the subsidies or the residents themselves.
