That'd be smart of In-N-Out, it would certainly be packed day & night. I'm sure it would have a drive-through.
There are 2 urban locations; Glendale & San Francisco.
Frustrating that we still can't get big, national, tourist-drawing brands to take a real chance on DTLA (outside of hole-in-ground). If In-N-Out is too dimwitted to take a chance in the core, it'd be great to see someone like Chick-Fil-A or Habit Burger fill the void. Chick-Fil-A's downtown Chicago locations are pretty spectacular.

Speaking of the Broadway Trade Center, some new information on the project.
A permit application from LADBS states that the building will remove approximately 57,000 sq. ft. of floor area from the interior to create window bays and a courtyard. There will also be new mezzanine floors and rooftop levels added which will push the building's height to 16 stories.
