All kidding aside, there need to be flexibility in all by-laws, to allow for the creation, development, and building of unique and distinctly (purpose) built areas/neighborhoods...
"We're attempting to codify what a building should be as opposed to what a city should be" - Peter Clewes... Further stating.. Toronto (like most Canadian/US cities) is exempting itself from regulating its own fate.
Due to ill-advised, city-wide by-laws, usually enacted by NIMBYs...
