The by-law is great in some areas, but not in others where you want to animate the night and draw people in (Think Dundas). The city should look on a case by case basis, IKEA is nowhere near a house, so there should have been no reason to deny it. The Rideau Center is in the hub of downtown, precisely where signs like this should be. Maybe, dare I say, make Ottawa a little less... boring?
