Soutland Mall has a new website.

Looks fantastic! Just wish the mall could add another floor or expand to allow for some larger stores (and yes I know Canadian Tire, Atmosphere, Mark's and Sportchek just opened, plus all the reno's which were needed extremely) but just like the Cornwall Centre, if either mall could expand their floorplate outwards or add another floor, the ability to draw some new national and international stores would improve.

Considering the amount of vacancy in the mall, the cost of adding a second story and the existence of Grasslands, that's never going to happen.

The truth is that South Albert isn't the retail market it used to be. Nor are suburban enclosed malls.

yes it happened one year because they are forced to prepay royalties in installments based on estimates. the estimates were wildly off and the way overpaid and got refunds.

I'd add skilled labour force and support infrastructure tied to mine operations and transportation to that list.

Our potash royalty structure is hugely complex. My understanding is that it's largely price as opposed to volume dependent. When prices were in the $800 a tonne range in 2007-08 the province was raking in money. That led the government to forecast $2 billion in royalties in the 2009-10 budget. Then the recession kicked in and prices plummeted. When prices are in the $300 a tonne range as they are now, I believe the royalties potash companies pay are minimal regardless of how much product they produce

The part about the Southland that always bugs me is when you're walking around the mall and think "Hey, let's go to Chapters" you have to exit through the Library doors (or the Sportcheck doors) and zig-zag your way through cars and traffic over to the external store area. There's no clearly defined walking path to get you from one part of the mall to the other. This city is so car-crazy and anti-walking that it's almost safer and easier to go back to your car and drive 30 seconds over to Chapters and find a new parking spot.

^Agreed. It's a pedestrian navigation problem. The curve around the library makes visibility fairly poor as well. I usually walk through SportChek and out their doors to get there. A back entrance into Canadian tire would be ideal, but that would involve going through the garages.

Potash royalties are two part - base payment and profit tax.
Base payment is $11 to $12/ K20 tonne regardless of price. So even if potash markets go in the toilet there are minimum base payments that must be paid. Potash market prices greatly impact the profit tax component. The base payment is what companies get a holiday from paying on any new approved production for up to 10 yrs (aka royalty tax credit). Stormers recollection is the same as mine regarding the net refunds following the wildly optimistic price and volume estimates coming out of 2007 (or was it 2008?) and pre paid installments.

I'm generally supportive of municipal development corporations. They provide an opportunity or a means for the city to carry out municipal objectives/goals.

One only needs to look to the City of Calgary and their creation of CMLC, and how they have led the redevelopment of East Village. They invested approximately $300 million initially, which has spurred billions of dollars of additional investment. In fact, they've been so successful that they are now looking at their next project.

At present, cities are limited in their ability to generate revenue. This provides an opportunity to achieve municipal goals while increasing revenue.

Of course, I'm sure there are examples of those which haven't been successful. But if done right, I think it would be a positive for Regina.

Well I believe I know what the area circled in yellow is going to be. My massage therapist said that a guy from Harvard approached him recently to lease a space in the new Grasslands Medical Professional Court. He said it would be next to Golf Town and provide spaces for professional services and have a courtyard/grassy area in between the buildings and tried to sell him on the increased business it would bring being in the new, hot area of town. He said leases will start within 2 years.

speaking of Harbour Landing - has anyone else had trouble locating "waterer avenue"? that is where the new multigenerational school-retirement home complex is supposed to go. I have looked all through the various phase maps on the HL website and can't find "waterer" anywhere.

Meh. Lancaster's is in a strip mall in the parking lot (pretty much) of Lowes and it's okay. Rock Creeks are both in strip malls. It's the inside that makes or breaks ambiance of a pub.
