The rumours are true, however they also lack a serious dose of context.
YEG and YWG we're getting their terminals redevelopment and expanded at about the same time. The U.S. govt is notorious for threatening to leave if they don't get exactly what they want. In the case of yeg and YWG , USCBP demand was for pax flow to be checkin -> security -> USCBP -> retail and holdrooms , essentially put security before USCBP. This demand meant airport authorities had to come up with a solution that did not entail preboard screening both before and after USCBP (first time to meet USCBP demands, second time to ensure that liquids and other checked bag only articles are not in the carry on bags.) in YEG case this lead to extra cost of implementin the picture taking approach currently used for checked bags.
The USCBP "meet our demand or we leave" negotiating tactic was employed as far back as YVR international terminal in early 90s. At that time, USCBP objected to the use of swing gates between international and transborder areas. all doors had to bolted shut and only USCBP could would have the keys to open.
Another interesting tidbit, taffy do you remember the old yeg terminal departures drop off area where USCBP got to park their cars at the end of the second level. That was another meet our demands or we leave.at yyc, USCBP have reserved parking on the same level as rental cars for the same reason.
GTAA has been negotiating for years with USCBP as they contemplate moving security before primary inspection line. The renovations will have to be done very quickly as yyz t1 and t3 will have to continue operations while renos are being completed.
