^ Why is there so lighting focused on not so interesting buildings? Not the Art College or the City Hall, but the other ones?

Ha, in the first picture the fuchsia/pink lighting in the bottom right corner is actually lighting up my work building. It's coming from the ChumFM 104.5 sign on the CityTV building at 299 Queen St. W.
