I am not aware that the City owns it, but they might. They did buy the former Fas Gas next store I believe. The City has a storage building further east by the auction place, but they own that obviously.
Aren't there at least 2 more buildings in the way of widening Arcola between Winnipeg & Vic? Namely, the Auction building & the Ashphalt facility that are just to the west of Vic/Arcola?

I think the CJME story you mention makes more sense: rebuild Arcola on the railway right-of-way, rather than buying land & widening the existing Arcola.

edit: now that I look at the Road Network Plan, it's clear the City plans to widen Sask between Broad & Winnipeg, and built a new arterial on the railway right of way between Winnipeg & Vic.

I also notice that all of the properties backing onto the railway RoW seem to align (you could use a ruler), except the ashpalt place - it seems to extend a fair bit further to the Northeast than the other properties do... into the path of an otherwise straight alignment of Arcola from Vic to Winnipeg. Seems the City will have to deal with that small chunk of property, or have a "swoop" the new Arcola around it.
