What Tim's are building now are called the "new Concept" stores. When you buy a franchise you agree to remodel to the current design format about 10 years in (1/2 way) through the life of the franchise agreement.
McDonald's normally does the same thing with store remodeling, but they did a 1 year blitz to change the format of their stores as part of the McCafe re-branding in Canada.
Both McDonalds and Tim's are trying to compete with the Starbucks and Second Cups for the higher end coffee crowd.
