Also to handle the larger aircraft. Not only would the length need to be upgraded, but the width as well. Not to mention the cross-section for weight bearing capacity. Those new big boys are 1,000,000+ MTOW, not that I would expect one in the near future. Even emergency landings tend to be at YEG and YYC.
Also would we include the new 747-800 as a non-acceptable? Or is it close enough to the 747-400 in weight distribution as to be similar to Air Canada's 747s of old?

Yes, I agree with you about a taxiway to be built from the threshold of Runway 08 to Taxiway "Papa." (For when Runway 08-26 are the only choices - due to varying circumstances.)
The length of Runway 13-31 is suitable for 747-type aircraft. On the other hand, it is still desirable to have longer runways for regular wide-body service. During the early '70s, Runway 12-30 (at that time) was 6900' in length when L-1011s and DC-8-61s frequented our airport. 13-31 was lengthened to 7901' in 1974.
I reckon that the 747-800 would still be ok for YQR. During the '80s and '90s, YQR had visiting 747-100/200/400-type aircraft on occasion. The last 747-400, to my knowledge, dropped by during April of '96. (Air China.)
Yes, the width is of concern as well. Officially, now, YQR's runways are 150' wide. (Even though the pavement is still 200' wide.) In 1992, the runways were officially narrowed to 150'. (From 200' - for runway light spacing.) YXE's saw the same fate during '09.
The 747's outer engines would still hang over pavement here - no matter what; however, the '380/'225's outer engines would be in danger of ingesting grass/debris at YQR/YXE. (+ the weight issue.)
