Municipalities in the Edmonton area are no strangers to the prickly subject of regional governance. For the last five years, they have lived under the provincially mandated Capital Region Board established by the Stelmach government in a bid to end regional gridlock and bickering.
Edmonton and 23 municipal neighbours are required to co-operate on land use planning and to share information. Plans require the support of at least 17 municipalities that represent 75 per cent of the population...
