Not only that, but without a tap card system or turnstiles, ridership has some vagueness to it. You can't count passengers on a busy C-Train very easily, and the farebox only represents a portion of your ridership; many riders use a transit pass (and UPass riders don't even have a choice to buy the pass; at least you have to expect you'll be riding transit pretty frequently to buy an adult pass). Of course, I assume CT uses a consistent method, so the year-over-year numbers should be pretty good.

This is a nice white paper / terms of reference. I like that it's technology neutral and open to both capital and operating improvements. Although it is for a specific study area, it would have been nice to have something of a regional context, in that east-west and north-south routes through the study area would help overall mobility.
