In the sense that you can live in a place that's pancake flat and be thousands of feet above sea level. I'm obviously not suggesting that Calgary is pancake flat, but I'm sure you get the point.

the mountains near QCity may be 1100 m...but Quebec city is at sea level, so those mountains are pretty high if their base is where Quebec city is.
The Rockies are very tall mountains....but the plains of Alberta are also very high. Calgary is at around 1100 m above sea level already....so you should really count the height of the rockies as x m above their base (subtract 1100 from the height of those mountains). That would be the maximum potential height you could climb/ski/sight see from etc.
