This is good to hear, but does this mean we'll have two delay-plagued riverfront towers?

But yeah, the red tape at city hall really needs to go along with completely gutting city hall and starting over with a modern-thinking, motivated, and younger workforce with some background in 21st century city planning and management. They're trying harder these days, there's lots of construction around (including urban infill), but Winnipeg still feels like a place that is humming along at a fraction of it's potential.
