CUC has 43 suites actually:

There will be 9 additional suites built for the world juniors in what used to be the open end of the building, with 14 permanent suites replacing the 5 current temp suites that look like cubicles that are currently in the building. I'm not sure how well they will sell after the World's, given that they will be 'backstage' for end concerts, which seems to be why most people buy them (seeing as how they seem to be 1/2 empty @ Blades games).
Another tidbit is that they yearly cost for them is $10,000/year. Seems pretty cheap, unless of course that is just for the suite, and doesn't include tickets to any events. It would make sense to me that @ the very least it would include Blades season seats.

I'm not sure why the gaps are there in the upper level, although two 'super suites' are at the ends of the current upper deck, so perhaps they didn't want to cut them off?
