Speaking of murals, was anything ever done with the large one the city commissioned (for not cheap) for the old Army & Navy? I think it was a millenium project. It was taken down before the building was knocked down. Was it put up elsewhere?

I couldn't tell it was a mural being painted because of the rain. I just presumed it was an ugly paint job.

It's on the Community Services Village on Winnipeg Street.

Is that the one with the giant chicken, grain elevators and the computers? 'Techno-chicken' I used to call it. It was the ugliest piece of public art in Regina before the 'I Love Regina' statue thingy.

There was an article in the Leader Post this morning about the Recreation Facility Strategy report which focusses a lot on the negative concerns of Hockey Regina although the report is more than just the 8 new sheets of ice in Ipsco Place to be completed in 2009.

Another priority recommendation is the creation of a new floral conservatory in Wascana Centre to replace the current aging facility. Such a facility was previously included in the Wascana Centre Authority's master plan in 2006, said Ray Brecht, president of the Regina Floral Conservatory....

...The suggestion to develop a new theatre centre to replace the Regina Performing Arts Centre is welcome news to Theatre Regina.....

...Other priority recommendations include: Building a new neighbourhood centre in the core area; creating a new large water park in Wascana Centre to replace the current Wascana Pool; and building a 10,000-square-foot addition to the Neil Balkwill Civic Arts Centre.

It'll be interesting to see how the city proceeds with these recommendations. Obviously there's a good opportunity for some interesting buildings if some of this goes through and the builders are encouraged to have any imagination whatsoever.

I would like to see a new theatre downtown first before anything else happens. Then bring in the new community centre, the new conservatory, and laslty the 10 000 sq. ft. addition to the neil balkwill centre.

Looks like something is going on with the former Fun House as paper now blankets the door and windows. Similarly, something perhaps at the former Cornerstone (is that what it was called?) on 11th and Albert. There are signs up on the window announcing some sort of business, I just haven't had a chance to read what it is.

The buyers of the Funhouse building orignally said they were going to demolish it to combine with other property they own along broad for a big possible project. Not sure what happened to that.

The study was for recreational facilities that are owned by the city (and yes some partnerships). I also would love if a theatre would revisit the downtown core. However this would be a private enterprise and has absolutely nothing to do with this particular study. Consequently I am cautiously optimistic that some of the recommendations will be addressed.

On another note WestJet is about to announce (tomorrow), via. press conference, a direct flight to Las Vegas beginning this fall. The flights will run seasonally from fall to spring, overtaking the direct to Toronto flight, that will be lost.
So I guess this is a win/ lose situation for Regina. We will have a Vegas flight in the fall winter and the Toronto flight in the spring, summer. Oh well

Big plans for new Regina facility
Planned Canadian Pacific intermodal facility could be home to 'extremely large warehouses'


REGINA -- The planned Canadian Pacific intermodal facility (IMF) could be bringing national distribution centres to Regina, the size of which the Queen City has never seen.

"This will be an area with extremely large warehouses. Think of the biggest warehouse you know and multiply by a factor of two, three or four and you get a sense of the scale of these," Jeff Lehman, a principal with MKI, an independent consulting firm contracted to prepare a concept plan and cost analysis for the IMF, said Wednesday.

"Some of these are one million square feet so it's a type of land use that isn't in Regina yet -- a very, very large warehouse."

Lehman explained that intermodal facilities are central to distribution networks, particularly for retailers who will send out goods to their stores across the country.

The IMF is to be built west of the city and will replace the current CP yards in downtown Regina. The estimated $93-million project has already received $27 million in funding from the federal government and will also result in the creation of an interchange at Lewvan Drive and the Trans-Canada Highway.

Mayor Pat Fiacco explained the IMF is basically an inland port, allowing retailers to be able to move product by air, road and rail. Regina is the ideal location due to its central position in the country.

"This is about the creation of not hundreds of jobs but literally thousands of jobs over the next few years. That's not just including the construction portion of it, this is ongoing jobs," said Fiacco.

Lehman said each warehouse could be located on roughly 50 hectares of land by the IMF, but won't match the size of such facilities seen in Chicago and Calgary.

"It does depend a little bit on whether the companies that want to use these sites want to store things outside as well as inside a warehouse. The facilities in other centres though are on extremely large lots so compared to your other industrial park this is quite a bit different," said Lehman.

Before construction of the IMF can move forward, the City of Regina must first complete the process of annexing land from the RM of Sherwood.

At Wednesday's executive committee meeting, a recommendation was approved for the city to advertise its intention to apply to the provincial government to alter its municipal boundaries. The approved recommendation also gave approval for the city's administration to negotiate a tax loss compensation agreement with the RM. It will now come before council at its Monday meeting.

If approved by council, information packages will also be sent out to all the affected landowners to provide feedback. While two open houses have already been held, more will be hosted by the city and the RM.

"We've already had a couple of open houses on this and feedback has come in. You're going to get a mixed bag of people that absolutely want no change at all and others that look at this as an opportunity," said Fiacco.

Thanks for the pic. You would think they would put more creativity into it though? It just looks like any other pedway we have in this city. But i guess i will have to wait to see what the finished look will be.

Roughriders only beneficiaries of bigger home

The City of Regina's recent 2020 Recreation report acknowledged (p.50 on .pdf) that expanding Mosaic Stadium won't facilitate any cultural or recreational benefits.

The need for additional sports stadium capacity (i.e. large numbers of spectators under covered grandstands at major sports events) was identified by the University of Regina, and, late in the process as the report was being prepared, by the Saskatchewan Rough Rider Football Club. The former wanted a new smaller stadium for high school and amateur football events and the latter was interested in exploring the need for a major enhancement to Mosaic Stadium at Taylor Field. While some minor upgrading of some support spaces at Taylor Field may be justified to improve the quality of the athlete and spectator experience at sports events, major investments in either the existing large stadium or a new smaller stadium are not likely to have any significant payback to the City in terms of meeting recreation needs. The new smaller stadium is more likely to move some events from Taylor Field than it is likely to generate more activity. The major investments at Taylor Field are not likely to generate many additional new events at that site that could result in indirect benefits to all Regina citizens. The consultants cannot support either at this time and would be concerned that either would divert limited available capital from real community recreation needs and limit the City’s ability to meet them.


The authors added that economic development is the only argument that could be made in favor of the stadium. As the CTF has already noted, this is dubious.

Granted it's the Taxpayers Federation, but do Reginan's feel money could be better spent elsewhere in the city on other cultural and recreational that will have a more direct impact on Reginan's.

If I lived in Regina I'd probably be all for a new stadium, but not at the expense of other facilities/commitments.

If enough funding and support exists for both a new stadium and enhanced city-wide cultural and recreation facilities then by all means go all in.

At least the upgrades at Mosaic are going ahead, right?

When people think of Regina, they think of the Riders. So a blog report by the Canadian taxpayers association does little to sway the majority of folks whom think Canada's Team should have a home that reflects its reputation from coast to coast. Cities all around the world have quality stadiums, why shouldn't the home of the most popular CFL franchise?

Yes by the tune of about $60million after all is said and done. Jim Hopson mentioned that the announcment was supposed to be made a couple months ago but was put off because the scope of the project was increased for a variety of reasons.
