My understanding is that the outside dining enclosures is required if alcohol is served.

It's true that Midtown is busy due to the fact that those who live in the suburbs come into the city, however, many of the day in and day out foot traffic comes from Midtownies themselves. Most of coffeehouses (except for Starbucks) would dry up without Midtownies.
BTW we also get a lot of riff-raff from the burbs too...usually people from South Sac, North Sac/ Del Paso Hts.
