No reason to hate Regina for it lol, If I recall correctly, it was the government's decision in an effort to create more density in the south, to prevent the Americans from invading the prairies.
And if anything, the railways currently favour Saskatoon, since VIA discontinued service to Regina and Calgary
I doubt it would have made much of a difference in Saskatoon. Regina likely would have been founded somewhere in the Qu'appelle valley tho (if it would have been founded at all without the rail), and Moose Jaw wouldn't exist, since it's the province's main Railway hub
