Hopefully they don't tear down Novia Cafe or Pressuttis. It's one thign to tear down a building with nothing in it (Pressuttis) but it's another to tear down a bussiness that has been in downtown Regina for decades. Even worse is the idea to replace these buildings with parking lots. Think how bad a ground level parking lot would look next to the twin towers. Hopefully they don't go through with this plan.
I don't believe they are eligible for RREDA's tax abatement program because of their location. If I am correct, the company has to be locating in either the downtown, the airport, Ipsco place, the University's research park or Ross industrial park to be eligible.

Run down ? Ouch have some imagination. The old fire hall is there, all the old main street style buildings on Broad, the old train station. It could have been given a more historic look.
The Presuitti's building is an old building, also maybe they should add some incentives to make it more appealing. But they tear down buildings to make parking lots is backwards. Upgrade transit,
Well, if North Central is not in need of economic development then no area of the city needs it. The rules should be changed, if they really want to encourage development there. Right now, to qualify for tax incentives in North Central, one has to raze the house or building and build a new one. Wouldn't it be better to offer the incentives for restoration ?
