I think this has more to do with the job creation and economic activity that a terminal would bring with it. It seems that it's only been in the last 10 years or so that the benefits of containerized shipping of goods has even been realized.

It was different, but moving the railyards was on the books and never done. If it had been done, to the North of the city I believe, the terminal idea would probably be a lot quicker and simpler to implement. As it stands now there's a couple rather large hurdles, although getting the yards right by the airport would make it pretty sweet. If they expanded the airports runway capacity to handle larger cargo planes within the next decade. I'm not trying to piss in Regina's cornflakes, I just want them to do something for once.
With Doris Day in office, Alberta has a distinct advantage towards funding unfortunately.
The police stuff is great news. I had heard of that being on the books prior to the last election and it's nice to see it hasn't been lost. Having the RCMP and police training stuff would be a great tandem.
