So your plan is all the southbound traffic on 109 and over the High Level will bee redirected to go down under the Legislature tunnel or into the core to down 106th street and onto a new bridge adjacent to the Waterdale? Maybe I am misunderstanding your comment as it sounds like a cluster fuck.
