I'm not surprised, that corner of the Perimeter is far from built-up areas of the city, and there's no major commuter large town/city along the way (e.g. Selkirk, Stonewall, Oakbank, or Niverville). Warren and Grosse Isle are the two realistic bedroom communities with 800 and 1200 residents respectively.
The intersection doesn't have nearly the congestion as Pipeline, Dugald, or St Anne's.
I know some on the forum have touted that it should be a system interchange at Perimeter and 6, but when you drive up the highway, it's small towns and a whole lot of nothing. Even if there's a huge mining boom in the North, I don't think highway 6 nor it's future interchange with the Perimeter will be taxed to the point that a major revision to the plan would be needed.
