Looks like Dauphin wants Hwy 5A and 10A reroutes 1 block South (1st Ave NW).

That sounds good since according to Street View, going northbound, there is a turning light at that intersection as well as a turning light westbound pointing south towards the mall and the popular destinations along Highways 5 and 10.
