Looks like the city plans to use eminent domain to spur development around the NGA campus in North STL by securing properties currently controlled by Paul McKee's Northside Regeneration Company. The hope is that they can combine larger plots of usable land for new investments as opposed to the current piece meal ownership of non adjacent lots.
