My first thought was "It's the Architects' Building". Of course, it was the Architects' Building when it opened in 1928, but it became the Douglas Oil building in 1959, so that's what we're looking at in the 1969 picture. It was demolished 1969, so e_r's picture must be one of the last. For the record, it stood at 816 West Fifth Street. More info at www.onbunkerhill.org.

That's the 3rd Street tunnel it is next to, and I think that is the ventilation system for the tunnel. It's still there, twice as big now in fact.
