A small step forward might be to have users tap out ( no deductions from card at this point ) when they leave the LRT stations. This would at least provide better volume if use data for the LRT.
you could even have this implemented on buses so you can plan frequencies better.
After users get used to tapping to get out/off at stops, you could implement distance pricing.
