The biggest mistake ever made was doing away of Express fares outside the Greenbelt. We now have an unsustainable revenue base which is one factor in declining bus service. Politically, it is impossible to bring in zone fares and we can't even prepare for eventual introduction. Meanwhile, we can't even fund short distance service improvements inside the Greenbelt even as we bring in zoning changes and even more random intensification.
