In the meantime...
One of the most vibrant cities that I have visited is Dublin, Ireland. DUBLIN VIRTUALLY HAS NO SKYLINE. Yet, is alive and kicking. Maybe, while Phoenix is waiting for their next tallest building to be built - a groundswell of support for making things happening at the street level. How about for starters: plant more trees...shade. water features...public art... - I don't know - think!
Summertime you say. Too bad Phoenix doesn't have the "underground" like Montreal. Take the elevator down from your hotel room - and come into another world under the city!
