Because this tower crane uses an adjustable "luffing jib" instead of a fixed, horizontal "hammerhead boom" like we're more accustomed to seeing in Atlanta, it is still fully functional at this relative height to the building. Again, I think Tuckerman's explanation is the most logical, that the next brace must be added to tie the tower to the building before more tower sections can be added. The placing booms are pumping concrete on the top floor plates as I write. And the climbing frame is clearly visible in Julien's zoomed photo. These people know what they're doing, so hang in there!
