On one hand, its not a micro-policy like Pierre has been doing every day that are largely being ignored (even the good ones like the capital gains thing)....its a big idea that captures imagination and likely discussion.....but on the flip side, will the government being a developer (whatever that means) scare away the progressive conservative voters that have moved to him?

I like what Saskatoon does. The municipal government buys farm land just outside of the city and bring it into its land bank. When apropriate to meet demand it will rezone, create a subdivision, build roads, infrastructure, etc. A resident has first right to buy a parcel of land if they want to build their own home at a fixed price. All other parcels are sold off to developers who actually build the homes.
In that setup the city controls how the city grows. In reality all the work is done by sub-contractors who either bid to build the sub-division or buy lots to develop.
Carney is proposing modular homes. Certain at the end of the day, its not going to be government employees build housing but doing contract management. No shortage of modular home builders out there these days.
