I haven't heard him speak French much yet, but he wasn't that bad in that joint press conference with Macron. Granted he read through a good chunk of it, but he was still able to let go of his script and make it seems natural, sort of. But there were a few times he mumbled something that was not very clear.
The main issue was the fact he can't say more than 4 or 5 words without pausing, which affects his flow. I imagine he probably struggles more when he has to answer a question on the spot or has to take part in an actual discussion.
