I don't think it will be Edmonton because, although Alberta Liberal support has soared, I wouldn't say that any of the seats are completely safe and he will want that. Picking Ottawa would manage to alienate the entire country and I don't think the Liberals {or the nation} want another Montreal PM or any part of Quebec for that matter.
For those reasons, I think Toronto will be his choice.
