^^ It's the same thing for free parking versus pay parking. How much does that affect sales, turnover of traffic etc.

Unless you have all the sales data most of these observations are just anecdotal. It's the same kind of people who buy retail based on supposed foot traffic but then notice everyone is commuting through the area and never stop.

I think it's way too early to discount Brentwood as a community with only a fraction of the future development to come to the area. Will they ever need luxury retail? Will Surrey ever need luxury retail? Who knows. Unless there's a huge population of rich people moving into the area then I doubt it.
