When the Cornwall was built, SaskTel expropriated the land and facilitated the development. At one time they may have owned part of it but that is ancient history.
If someone told me 20 years ago that both anchors in the Cornwall (Sears and Eaton's/HBC) would be gone, I would tell you that the place is done. Things have changed, however, and although the mall will be greatly diminished for some time, department stores are not what they used to be. Also, you need to remember that anchors pay extremely low rents, so from that perspective it is not a total disaster.
