I feel like the intended market for this hypothetical hotel would just choose an AirBnb. Last time I needed one, there were lots of nice places in the area at decent rates.
Also the ugly truth is that any hotel in the area would need lots of parking to be viable. I don't know anyone who would need a hotel room in Winnipeg but wouldn't also need a car. I worry that if the developer's monkey's paw granted your wish we'd get a slightly "hip" Humphrey's Inn & Suites on Gertrude.
