It's not an alternative to R1. It's an alternative to the train after the running speed was reduced, because suburbanites' lives and time matter for something, whereas the daily clog-ups that steal time from people riding the 6, 7, 12, etc., are just intractable problems without any apparent solution (and Carleton students', etc., lives and time don't matter.)
