I wonder if the city is allowed to charge for parking as that would compete with Landsdowne. Holmwood for example has free but 1 hour parking when it would seem logical to charge as it's as close as the paid parking to some locations.

I don't think Old Ottawa East needs paid parking for the people willing to park.

Sacred cows are sacred for a reason. People won't shop at stores where they have to pay. Whole Foods wouldn't have paid millions of dollars for parking if they didn't believe that.
