It would be my greatest wish that CN would see the bigger picture, allow this minor development, in exchange for massive development rights of their own shunting yards, say in the neighbourhood of 10,000 units, to fund relocation of the operation. No idea what a yard cost, but at $1B, that would be $100,000 per unit.
