Yeah, sort of incorporated back in the day. I used to live about a 1/2 mile south of this mini-downtown, you had to walk down some blackberry-strewn gravel roads to get to it.
Surprisingly, Multnomah Village is only 15-20 minutes by bus from downtown Portland! (5 miles?) They also have another little mini-downtown near it called Hillsdale a couple miles down the road, but yes the hills are a bit steep. Really good library and farmer's market. Very quiet, however - great place if you like to garden and live in the city. I-5 is only about a mile or so down the road.
