It's not like new rapid transit stations are always built in areas with masses of people and significant density. Bessarion Station on Line 4 (Sheppard) of the TTC is a good example. It was opened in 2002 and Bessarion Station had minimal density or high intensity uses around it until the late 2010s when high rise apartments started to be built within walking distance.

These things take time and RT extensions need to happen and sometimes into areas that have yet to be intensified.
