It depends on where they are and if their initial installation had their maintenance bundled into the budget. My guess however is that mass warranty replacements are likely not included in that initial approval because you don't expect to be changing the heads after five years.
The last of the sodium, mercury vapor and halide lights have held up pretty well, with there still being a lot of stock that is 30 years or older still out there on public and private roads. I think the last big road lighting tech that bombed and had to be replaced due to high maintenance costs was fluorescent and that was 40 years ago.
I was honestly expecting to see more issues with cheap lighting over in the Massey Tunnel retrofit.
