From the article:

Fortunately, the defective LED streetlights are under warranty by the manufacturer at no cost to the municipal government.
...except for the cost of replacing them. City crews aren't cheap, it wouldn't surprise me to learn that the labour cost to replace them is more than the cost of the bulbs.

It depends on where they are and if their initial installation had their maintenance bundled into the budget. My guess however is that mass warranty replacements are likely not included in that initial approval because you don't expect to be changing the heads after five years.
The last of the sodium, mercury vapor and halide lights have held up pretty well, with there still being a lot of stock that is 30 years or older still out there on public and private roads. I think the last big road lighting tech that bombed and had to be replaced due to high maintenance costs was fluorescent and that was 40 years ago.
I was honestly expecting to see more issues with cheap lighting over in the Massey Tunnel retrofit.

Online navigation status:

Apple Maps shows the new ramps and overpasses but won't route you through there.
Google Maps shows nothing and won't route you through there.
Waze shows the new ramps and overpasses and will route you through there.

Looks good! When are we expecting this to be fully finished? i.e. contractor 100% done, off the site.

That eastbound exit from HWY 17 to the Alex Fraser, going west bound is horrendous. The merge off lane is on a curve, and it’s the same with with an on-ramp from river road. Then you go around that loop which feels like you’re climbing a roller coaster for marderhorn mountain. Technically this interchange is now “free flow” but hoooo boy, what is the design speed??? Some direct connection flyovers would have worked wonders here. It’s barely an improvement over the left turn lanes that were there previously

Ya know, between the River Road, SFPR, and two Nordel Way interchanges, the loops, traffic circles and cloverleafs through this whole complex must be a nightmare for tourists. It's probably fine for people who use it as a regular route and get used to it, but for someone new to the city or using it only every few months, I don't know you the heck you'd cope with it short of a satnav system.

I don’t think they have enough dead logs in the grass area.

Those aerials are really cool! All the hoops and loops make your head spin. Interesting to see how the two new interchanges will cope with rush hour traffic.

Wouldn't it be exciting to have more big improvement projects like this on the go all the time?

It’s a pretty good design overall. The northbound 91 ramp will back up but that is because of the Alex Fraser and not the interchange. The fact that through eastbound traffic to Delta and Southbound to 91 traffic are separated is a good design, since the backup won’t cause those movements any delays.

Only potential issue is the tight weaving on the SFPR eastbound on ramp and off ramp for the industrial park. It will depend on how popular a movement that off ramp is.

Wait a minute, that won’t be an issue if there is no off ramp option for SFPR eastbound traffic there, because sad traffic can just get off at 80th street.

When you are heading eastbound on HWY 17 and take the exit onto the connector, there is now a huge incline. That should help with the previous problem of semis tipping over in the tight turn, I hope.

Do those logs have a purpose? Maybe to divert rainwater and snow melt to ensure the new terraforming doesn't get rutted up with run-off?

Yup, I'm pretty psyched for the Broadway, UBC, Langley, and North Shore Skytrain lines, plus all of the BRT lines with dedicated running lanes. Hopefully all of these exciting projects don't get pushed to the side for a few kilometres of highway widening

It falls under habitat restoration. You won't see it once the grass and shrubs grow up in a year or two.

I believe it was required by DFO or MoENR. Highways isn't allowed to just blast it with hydroseed and call it done anymore.

its a environmental requirement that MoTI has to do. it isnt up to them to decide what to do/not do. they have to do it as per environmental law. same reason that Habitat Island in Olympic Village exists; environmental requirement.
