Actually, construction on Icon started in 2015:

EDIT: Even then, that still fits within the time-frame of 5-6 years. I would assume construction would start next spring at the earliest. As Rogue pointed out, it could be a phased approach and the completion date could be for the entire project. If the quality and design is maintained, this could also be a much more complicated, detail oriented project than the simple buildings we usually see or the typical Claridge "good design-cheap materials".
