I don't think the OMB should be abolished. It should just have its mandate changed. Currently, cases that are heard by the OMB are done so "de novo" (as if they haven't been heard before by another body, i.e. city council). This lack of recognition of previous judgment causes the OMB to ignore the reasons for past rejection. If their mandate was changed so as to be required to have greater consideration for past municipal-level decisions, most outcomes would be different.
