It might have been the Clark PUD co-gen plant South of Vancouver Lake that helped create it. The plant sends up a steam plume a couple of miles in the air. It might have been just enough warm, wet air to mix with the thunderstorm above, to help create a tornado. It touched down first on the NE shore of Vancouver Lake.
