UAE, Saudi and Qatar can offer large capital investments into Canada. Turkey cannot. That is why this is happening, Canada is aiming for new direct foreign investment partners, new trade etc.
Saudi Arabia for example has teams looking at car plants in Ontario and food agri business for investment potential.
The should is irrelevant. Its whats being offered.
