That is hilaaaarious. I remember that guy being a hold out, and we had theories that he was just waiting for a bigger pay out, but then Vue Tache moved up the street and we thought there would never be anything there. That whole strip should be apartments/condos w/ the way it faces the Exchange.

Additionally, the City plans to rezone surrounding land to expand park space along the riverbank and within the neighborhood, subject to Council approval. As of early 2026 Les Suites Taché, will move forward to offer affordable housing only, without the involvement of CoHabit. What a great compassionate development - putting people before profits. I hope the rail noise isnt too bad for them, I know people in Vue Tache south of here and they can sure hear the rail

Hopefully after the city completes the sewer upgrades to support the development at 825 Taché, Streetside will then be able to develop another large multifamily on their lot at 836-842 Taché Avenue. Housing Accelerator Funding has been allocated to support this local municipal infrastructure improvement in North St. Boniface.

Quote:
Two Land Enhancement projects on City-owned lots (825 Taché Avenue & 1350 Pembina Highway and Crane Street) are eligible for funding under the program and are being recommended for support by Council. If Council supports the budgetary recommendations, the City's Water and Waste and Public Works Departments will project manage the infrastructure improvements. While the CAO has the ability to approve projects through the Land Enhancement stream under the By-law, the Public Service is recommending Council approval to these projects as both are being recommended as direct City-led investments; they are not grants to external agencies and they do not follow the maximum amounts per the by-law, due to the larger impact on enabling development. The City will also be able to recoup funds from these investments from future developments
  • 825 Taché Avenue Improvements ($1.5M)
The development of 825 Taché Avenue (65 units) requires upgrading Taché to an urban cross section, which would also require improvements to the land drainage sewer. This infrastructure improvement is being recommended for approval to a maximum of $1.5M. The cost of these upgrades on Taché have slowed development progress in the Pointe Hébert area of North St. Boniface. This area is identified for both Medium- and High-Density Residential development in the Secondary Plan. This investment would support the Land Enhancement project being led by Réseau Compassion Network (which is waiting for Council approval) as well as potentially up to 200+ residential units in North St. Boniface. The City will be able to recoup funds from this investment from future developments.

Thanks wpg guy.

I wonder what will happen with Rue Darveau. The City has a hold on those lands for the transit corridor that was supposed to run north of the rail line. With that plan permanently on hold, is that land destined to sit empty?

I always thought that running a 'rapid' transit line next to the railway providing a direct link out to East Kildonan and Transcona made way more sense than having a quasi-rapid bus lane zig zagging through Point Douglas and Elmwood...but I guess I'm not paying for it.

Apparently CN was playing difficult. And then money. And then it's not 'close to anything'.

This route would be great for a bypass of all the zig zaggy shit. If someone's coming from North Kildonan or Transcona, there's mostly no need to go the zig zaggy. It just slows everything down. And if you did want to go to Provencher for example, you transfer or take the other routes.

So what's the trade-off of spending $100's of million probably vs your time.

Sode bar on transit. I see they may have changed the routing of some routes. Specifically FX4 in the P&M area. I see the buses waiting in traffic endlessly to turn from SB Main onto Pioner. What a shit show for a frequent express route. I've been threatening to take the bus again. But with all the construction ongoing, and the lackluster service, I'm driving downtown 3-4 times a week.

  • In this 2024 letter requesting an extention of time regarding the rezoning of 836-842 Taché Avenue, Qualico states the land is undevelopable due to the city of Winnipeg's transit caveat and were working on having the caveat removed.

  • In the latest request for extention of time from Oct 2025 there is no mention of the transit caveat...

IMO I'd rather have the caveat in place permanently than give up yet another transportation corridor..

CoHabit, which was overseeing the accessible and barrier-free aspect of this development has pulled out of the project.

An Important Update on Les Suites Taché
Les Suites Taché, the building project at 825 Taché is going to move forward to offer affordable housing, without the involvement of CoHabit.

All partners are very disappointed that the original vision is not possible at this time, and on this land. We made a commitment to work on this project until there was a significant reason that we could not keep going. Unfortunately, we came to that point. The main reasons the project won’t work at this time come down to:
  • Project costs came in significantly higher than anticipated, making it unrealistic to secure the capital funding to make this project financially viable within the development timelines in place.
  • Not respecting the development timelines would result in the loss of the use of the land and confirmed capital contributions from the City of Winnipeg.
  • Without confidence in our ability to secure the capital funding, it also became too risky to proceed with the additional development costs to get the detailed drawings required to facilitate the CoHabit vision and service model on this site.
We know that our community of supporters will be as disappointed as we are. It’s incredibly difficult to come so close, to work so hard, and not to see the vision come to life. We are with you in mourning the loss of this opportunity.

We also want you know that we are incredibly optimistic for the future.

Through this project, we have gained so much further insight into the details of this project:
  • We have learned from more people about the specifics of the disability support services needed.
  • We mapped out the actual space requirements needed to design a truly accessible building.
  • We have designed a realistic service model to offer a combination of scheduled and on-demand services.
  • We now understand the amount of capital needed to ensure the project can operate as envisioned and can begin fundraising to be ready to invest in the project.
  • We have influenced many people to think about integration, inclusivity and what true belonging means.
Most importantly, we have gained incredible friends, collaborators and mentors in the good people at Réseau Compassion Network, Prairie Architects, and Actionmarguerite. We will not stop moving this project forward.

Our commitment to you is to:
  • Work with our partners to gain information about Build Canada and to understand their funding programs.
  • Continue to work together with Réseau Compassion Network to be prepared for the next land opportunity we find.
  • Continue to meet with developers to pursue a project at Southwood Circle.
  • Solidify a funding agreement with the provincial government for the disability services.
  • Raise the capital needed to be ready for the next project.
  • Our commitment is to work incredibly hard to bring the CoHabit vision to life as soon as possible.

Your support, encouragement, and enthusiasm sustains our operations and gives us energy. Without you, CoHabit would still be a dream. Because of you, we keep moving forward.

According to the plan approval there has been a significant redesign on the exterior of the building.

"The economics didn't work but maybe it'll be better at Southwood Circle" is a pretty surprising punchline. Isn't Southwood Circle going to have the exact same construction economics, but with much higher design and material requirements imposed by U of M?

Their development at Southwood Circle will benefit significantly from additional time to secure the funding needed to realize their full vision for that site. Due to higher-than-anticipated costs at The Taché development, the group was unable to obtain the required additional funding in time, so they withdrew from the project. Developments approved in 2025 under the HAF program must secure a building permit by November of this year, placing the projects on an accelerated timeline to be shovel-ready — or risk losing their qualifying position for the land through the Housing Accelerator Fund’s Land Enhancement Office.

That's really unfortunate about accessibility. It's really not that difficult though. Slightly wider hallways. Slightly larger bathrooms to allow for wheel chair turnaround. Some suites with lower countertops for wheelchair users.

The difference is that to allow for accessibility is slightly above the bare bones, cheapest possible solution that typically goes into these developments. And the money doesn't work..

The revised development will include 25% accessible suites. The major change is that CoHabit will no longer offer on-site services designed to remove barriers for people with physical and other significant disabilities. CoHabit would have had 24 hours support services for individuals with complex medical requirements to live independently in the community.
