Salt Lake City rose to the top thanks to fewer business shutdowns, more moderate health consequences from Covid-19 and a young and well-educated population that supported a tech sector that was already on fire before the pandemic began. Research from the University of Utah found that the state’s tech industry’s job growth averaged 3.6% a year between 2007 and 2017, more than double the national pace during the same period.

The region spanning the (interconnected metro cities of Provo and Salt Lake City had so much momentum over the last decade that it acquired the nickname “Silicon Slopes.” Provo’s labor market ranked No. 17 last year among 328 smaller metro areas with fewer than 1 million residents, according to the Journal’s analysis. Another area, the northern metro cities of Salt Lake City, Ogden, was No. 1 among the smaller metros.

...Other cities that emerged as beacons to job seekers and businesses during the pandemic were, like Salt Lake City, located far from the coasts. Hubs in the Southwest and Midwest such as Austin, Denver, Indianapolis, and Kansas City minimized employment losses, kept unemployment relatively low, and retained and attracted workers in a year when the U.S. lost more than 9 million jobs.

Some benefited from technology jobs that became even more critical during a time of isolation for many Americans, while others relied on older corners of the economy that were also in high demand. Workers gravitated to these places due to the job opportunities, lower costs, and a quieter lifestyle that appealed to some migrants from bigger population centers who were now allowed to work remotely. Seeing the footprint mostly carved out is striking in how large this project is. It'll be massive.

It also appears the renovations to the building at the Southwest corner across 5th South is nearly completely. I like what they've done with it.

I'll try to find some time to snap some pictures tomorrow.

The Salt Lake City office of CBRE has been selected to oversee leasing of the A&Z Building, the former home of A&Z Produce and adaptive reuse project in The Post District, a $300 million master-planned neighborhood development. Scott
Wilmarth, Nadia Letey and Melina Miramontes will oversee the office leasing requirement.

The A&Z Building is a three-story office building with a garden level, totaling approximately 36,000 square feet. Renovations are already underway, and the building should be ready for occupancy in September of this year. The renovation
transforms an old produce building into a space that unites the historic nature of the structure with a modern aesthetic, featuring exposed brick and beam finishes. The A&Z Building will share an above-grade parking structure with an
adjacent building and has a surface lot that can facilitate additional future phases of development.

"The Post District is a timely development that will redefine the western perimeter of downtown's Central Business District, and the A&Z Building is the first step in this paramount undertaking" noted Nadia Letey, first vice president of CBRE.
"Careful consideration has been taken in the master plan to ensure that the needs of the neighborhood and local businesses have been addressed, including space for housing, retail, and local artist installations in addition to the planned
office space."

The A&Z Building is part of The Post District, a major renovation in the area that aims to revitalize a 14-acre region bordering downtown's Central Business District. The Post District is a $300 million master-planned neighborhood development
with 580 new residential units and over 300,000 square feet of new and redeveloped commercial space providing creative office, walkable restaurants, cafes, shops, open green space, public plazas and more. The initial office developments
are taking place on the southern block of 500 South spanning from 300 West to 400 West.

...Bullock was candid:

“First and foremost, we need to choose 2030 vs. 2034 … that is our threshold issue. …

“It’s really a collaborative process with and between us and the USOPC. We’re in touch with them all the time, it’s like a couple of times a week, where we’re going through these concepts, and the big factors that we’re working through is safeguarding LA 2028. That is number one. They’ve got those Games, we’re fully supportive of them and anything we do needs to be additive to them.

“But then when we go through it, we say ‘OK, what are the big issues of 2030 vs. 2034?’ and one of the biggest ones is just economics. You have back-to-back Games that close together, that are 18 months apart. Is there a way to solve the domestic sponsorship revenue opportunity and challenge there? Are there enough sponsorship dollars to go around?

“So that has been a big part of our focus. We’ve had a lot of Zoom calls, and a lot of analysis, a lot of numbers going back and forth, and we have made significant progress on this that I’m optimistic in the not-too-distant future we can come up with a proposal of which Games edition we will be pursuing.

“And as part of that we looked at sales models, support models, we looked at how important that through all of this, we’ve prioritized our Games legacy. We have in our budget 300 million dollars that we want to leave behind as our Games legacy to build that winter sports capital of the world – or one of them – that we have that opportunity to continue to do that: hosting events and for our venues.”

Bullock was questioned further about the advantages of the two options. For 2030:

“The disadvantage is really just the economics of domestic sponsorship revenue, but we think there’s a strategy to address that. The advantages: number one is when they are 18 months apart, we can actually do some things jointly and we’ve already talked to this in one of our calls with LA 2028, where we said, ‘between assets that you have, whether its bleachers or technology or televisions or different things like that, there are assets that are very significant that we could purchase from them at a discount, that helps them in liquidation.’ There’s a lot of people we could hire from them; if fact, we did that back in 2002, we hired a lot of people from the Sydney Games, and so there’s people assets, there’s physical assets, but then there’s also planning and strategy and collaboration.

“I think NBC would be thrilled to have back-to-back Games because there’s going to be a lot of energy around Games that close together, and it really hasn’t happened before, and we’re in constant dialogue with NBC as well, so there are a lot of positive elements to that as well, and we just have to look at both to see, OK, can we make this work economically because there is a lot of energy around it on the other side.” (emphasis added)

And what about 2034?

“I think the advantages of going for 2034 is there’s more distance for the sponsors and so we can – for the USOPC it’s advantageous for them to have a Games further out … it’s just easier to raise sponsorship dollars around a Games so they can do that for that [quadrennial]. …

“When they look at [2029-32 quadrennial], they say, ‘OK, we can probably raise more money because it’s more distant and we could probably raise a lot of money in the quad intervening between L.A. and ‘34.’ So economically, it could be advantageous.

“On the negative side, our venues are well supported by the [2002] endowment, but the endowment is declining, and over time, it’s going to get smaller and smaller, and can we keep our venues active? It was never intended to go this long, so there is going to be financial hardship on keeping everything alive until 2034. Frankly, the numbers don’t add up. …

“I think the other thing is – very important – back to the athletes. ‘34 is a long time to wait to get Games back here, and if we want to re-energize Team USA in winter sport, I think ‘30 would be a lot stronger for us.”

Bullock noted that the likely competitors for 2030, as known so far, are Sapporo (JPN), Vancouver (CAN) and Barcelona (ESP).

Brett Hopkins, the Chief Financial Officer of the 2002 organizing committee, explained the continuing work being done already on a detailed budget for 2030 and 2034:

“We’ve been working on this for some time; we’re on version 35, if you can believe it. …

“I recognize that when we talk about budgets, you just want to know the number. We don’t have a number; we do have a picture, but it still is a work in process and we’re really focused right now in working with the USOPC to understand … how would it work with LA28 and Utah 2030 from a sponsorship standpoint. So to make sure we get our revenue targets accurate and complete and feasible. And so we’re doing a real deep dive on that process now. …

‘What I can tell you is that on an inflated basis, it will be less than 2002. Yeah, that’s for sure, because we have wonderful facilities like this that we won’t have to rebuild.”

The Strategy Board session was attended by reporters on Zoom, and the level of detail and frankness of Bullock, Hopkins and others was remarkable.

If they can create a financial framework that would not encumber LA28’s domestic sponsorship program – budgeted to bring in $2.5 billion – that would be much more remarkable. Game on!

David Brint, has briefed the Salt Lake City Redevelopment Agency (RDA) Board these past months...Brinshore’s mixed affordable and market-rate project aims to align with the goals of a 2018 RFQ from the RDA. Among those goals are
providing a significant number of “deeply affordable” units, promoting an active streetscape, establishing a public mid-block walkway, and preserving and activating the historic Cramer House on Floral Street...Instead of proposing a single
building of large scale, Brinshore’s architect, KTGY, has designed two structures. The south building will be eight floors containing 73 units and the north structure will rise to 13 stories with 117 units. 152 of the 190 total units will be
affordable, ranging from 20%-80% of AMI, with 38 units at market rate. The mix will be 122 one-bedroom, 52 two-bedroom, 13 three- and four-bedroom, with three at-grade artist live-work spaces.

On street level, the project will offer 23,000 sq. ft. of commercial space (down from 40,000 in previous plans), some of which will be dedicated to community and education purposes. The developer plans to build one level of below-grade
parking, offering 100 stalls. Eighteen surface parking spaces will be reserved for retail clients...Between the buildings will be a public “paseo.” It will run from Floral Street (an alley at about 125 East that’s accessible only from 200 South)
to State Street and align with Gallivan Avenue on the west side of State.

Pedestrians will be able to pass all the way from Edison Street (145 East) to State thanks to an existing east-west alley and the paseo.

City officials and developers will be delivering on a mixed-use, 80% affordable, two-tower project that incorporates significant public plazas and a midblock “paseo” between State Street and Edison (145 E). It will restore and repurpose a
historic house into a restaurant as part of the development’s 25,000 sf of retail space. The taller of the two towers (eight and 12 stories) will use an innovative construction technique, combining light structural steel with 10 levels of
load-bearing factory-panelized walls called the “Infinity System.”

The project’s 190 units will range from studios to 4-bdrms. 168 of those are federal tax credit units, serving people who make between 20-80% of AMI.

Construction is expected to take 24 months, aiming at a Spring 2023 opening. Here are some current photos of the site:

Updates, Capitol Homes Apartments


PROJECT OVERVIEW
The Capitol Homes Apartments is a one building community comprised of 87,062 square feet divided between 4-stories with a total of 93 units. This new community is located at 1749 South State in Salt Lake City, Utah.
It will also host four commercial units on the ground floor. Capitol Homes completion date is scheduled for fall of 2021.

The Pendry Residences Park City is expected to be completed at the Canyons Village in 2021.

Montage International is bringing another resort to Park City.

Pendry Residences Park City, a luxury condominium development, is set to go up at the base of the Canyons Village side of Park City Mountain Resort. Construction is set to start in the summer with a completion goal of winter 2021.
Buyers are expected to start reserving rooms in February.

The condominiums will be managed under Montage International's new Pendry brand, which has locations in San Diego and Baltimore. The developer for the project, Brian Shirken, is president of the national real estate development and
investment company Columbus Pacific, which has worked on such Park City projects as the highly debated commercial and event space on Main Street at the former site of the Kimball Arts Center and Apex Residences in Canyons Village.
Montage International also owns and operates Montage Deer Valley.

Pendry Residences is expected to cover 200,000 square feet in the center of Canyons Village, wedged between the Hyatt Centric Park City, Sunrise Lodge by Hilton Grand Vacations and Sundial Lodge. There is expected to be 40,000 square
feet of retail space on the plaza level. The lot is currently used as a parking lot...

...The development is set to include 150 condominium units, which range from studios to four-bedroom penthouses, Shirken said. He expects that the majority of the owners — who will likely be second-home owners — will be placing their
units into the rental pool, which Pendry will help manage.

Pendry Residences are also set to have five restaurants, multiple retail shops, a rooftop pool, a spa, a kid's club, a recreation room and some bars, including one in a yurt. A large convention space will be available for conferences. Shirken
hopes the amenities attract visitors from neighboring hotels as well as locals.

"We're trying to create a variety of retailers and restaurants that will be exciting and interesting for the residents of Park City," he said.

Update, Central Metro/East - Park City - Discovery Ridge



Discovery Ridge is a 72-acre mountain residential development, with 70% of the land being left as open space. In addition, the community has a stream through it and backs up to the Summit County 1,000 acres Toll Canyon Open Space Park.
Discovery Ridge will have a total of 97 Units that will include forty-three

A major workforce housing project in Canyons Village looks like it’s going to be a reality after a governmental approval Jan. 31, the last significant legislative hurdle in a process that has seen constantly shifting targets and timelines in the 20 years since an initial agreement was signed between the county and the area’s management.

The Canyons Village Management Association plans to build housing for 1,153 workers in 169 units over 7.5 acres of county-owned land where Lower Village Road intersects White Pine Canyon Road, just west of S.R. 224 near the main entrance to Canyons Village.

The developer said the aim is to start building as soon as possible after the snow melts and anticipates a 24- to 26-month construction window that might mean workers could move in during the summer of 2022. The construction is required to be completed by the end of 2023.

County Council Chair Doug Clyde said the deal is “very significant” and that it is consistent with the county’s goals regarding workforce housing and traffic reduction due to its proximity to major transit.

Developer Tony Tyler, a partner at Columbus Pacific, called it a “game- changer” for the area and said it wouldn’t have been possible without using county-owned land...

The arrangement, Wright said, essentially gave the master association, which oversees development in the area, access to the county’s AAA bond rating. That allowed it to secure “rock-bottom financing,” Wright said, which can be especially important in creating affordable housing projects.

“This is really a perfect example of how a private-public partnership can operate to do good for the community,” he said.

He indicated the county could pursue a similar arrangement for other future developments...

...Work has already begun on the first building, according to Tony Tyler, a partner with Columbus Pacific Development, which is overseeing construction. Tyler said he expects the first building will be delivered early next summer.

He called it a “once-in-a-lifetime project.”

“It’s not everyday you can find a project that has the backing of every stakeholder in the area,” he said.

Columbus Pacific has experience building student housing, and Tyler has indicated this project will incorporate some elements of dorm-style life. The plans include multiple housing types, including some areas with 10 bedrooms surrounding shared common spaces.

The project also plans to offer a small number of townhomes, which officials have presented as potential homes for managers or year-round employees...

Development in the Upper Villages (Springhouse Village and Highland Park Village) have been going on at a breakneck pace for several years now, but until recently Daybreak had not announced its major features for the
developing Upper Villages. The Lower Villages have the popular Oquirrh Lake(Pronounced Oaker), and now it has been announced that the Upper Villages will have a spectacular feature called The Watercourse.

The Watercourse, work is already underway on the long meandering network of water channels, cascades, and ponds, which will include a mile-long stretch of water, great for paddleboarding and kayaking
in the summer months.As well as the water-based activates The Watercourse will also allow for more waterfront property (always popular and in-demand), including some with private docks.

The crown jewel of The Watercourse is The Cove. This will incorporate beaches, ponds, boat dock, playground, and a covered pavilion (Cove House). This will be a place where outdoor cookouts, concerts and all sorts of celebrations can happen along the shores of two lakelets. The Cove will be the new location for the Daybreak Summer Concert Series, which are currently held at SoDa Row, but will need to relocate in order to make room for more of Daybreak's urban center retail place.


The Spoke will be a series of bike experiences scattered along a half-mile stretch of The Loop: whale tails, berms, gaps, rock gardens and table tops. Best of all, the first section of The Spoke was completed this summer and includes a world-class pump track designed and built by none other than Velosolutions of Switzerland, co-creators of the Red Bull UCI Pump Track World Championships.

North Shore Village Center and Downtown Daybreak Development Updates Including: Harmons Market, Salt Lake County Library, C.W. Urban Project, Performance Venue




Harmons Market

The Harmons Market coming to North Shore, is a smaller-scale store. It will stock approximately 85% of the items available in the larger locations (albeit in smaller quantities) and provide a convenient, walkable alternative to big box
stores. Harmons has been extremely successful in other areas including Holladay and the Harvard-Yale neighborhood of Salt Lake City with their smaller, neighborhood-scale market stores. The stores that are now open instantly become
a place where neighbors meet and interact while enjoying one of the best markets in the country. It is anticipated that Harmons Market will open in Fall 2021.






The Pearl by C.W. Urban

Daybreak is excited to announce a partnership with C.W. Urban to build apartments and townhomes near the new Harmons Market.
The PEARL will have its own private amenities including a clubhouse, gym and water feature. Vertical construction is anticipated to begin soon. Leasing will likely begin towards the end of 2021.






Salt Lake County Library

The new Daybreak Library, a branch of Salt Lake County Libraries coming to South Station District in Downtown Daybreak, is designed to bring people together to learn and play and just hang out.
With features like the rooftop garden. The plaza. The community living room. And a space devoted entirely to bringing out the artist or maker in all of us. Oh … and you can check out a book, too.
A new county library will redefine the whole notion of a library. Construction is underway with an anticipated opening Fall 2021.






Performance Venue

Daybreak is putting the finishing touches on the design and planning on an outdoor performance venue in the South Station District just a few steps from the light rail stop. During the workday, it will be a place to bring your lunch,
sit in the grass and enjoy the sunshine. But on any given evening it will come to life with great local music. And with room for at least a couple thousand people, this place is going to swing. While final touches are being made to the design,
it is anticipated that construction will begin in 2021 and be completed in time for the 2022 summer concert series sponsored by LiveDAYBREAK.

which it announced in January. Intermountain has pledged $250 million to see the goal through. Aside from opening the new campus, Intermountain plans to add an advanced fetal care center, an augmented Level 4 Neonatal Intensive Care Unit, and an expanded cancer treatment center. It also hopes to extend its pediatric care network to offer better virtual services, as well as implement programs to help children with their mental and behavioral health. Intermountain estimates the total cost will be around $500 million...

UVU breaks ground on the future home of Woodbury School of Business

A backhoe and an earthmover are ready to turn ground for the new Scott C. Keller Building at Utah Valley University... The $75 million, 180,000-square-foot building will be the new home of the Woodbury School of Business. UVU


The $75 million, 180,000-square-foot building will house 30 classrooms and 205 offices as well as the Bloomberg Lab, Entrepreneurship Institute, Money Management Resource Center, SmartLab and grand auditorium for large lecture
audiences and special events. Construction is estimated to be completed by late fall 2021 or early 2022.

The building will feature a Student Success Center on its second floor, which will combine placement, tutoring, internships and advisement services in one accessible location.

Classrooms will be outfitted with lecture-capture technology to help students learn remotely. The building will be constructed on the south end of UVU’s Orem campus...The new building is expected to serve up to 12,000 business students
at a time.

According to Utah State Board of Regents documents, the business school has outgrown its current home, which was one of the four original Utah Technical College buildings built in 1979.

“While the 78,000-square-foot facility has been well-maintained over the years, it cannot accommodate the renovations desired to train future business leaders. The masonry building has a post-tensioned cable floor system that cannot
be penetrated to run cables or make infrastructure upgrades,” the document states...

Southern Metro - Update - Brigham Young University School of Music -



The 170,000-square-foot Music Building will have four levels and feature more mid-sized spaces for practice and recitals, including practice rooms located on the upper floor. The cornerstone of the new building will be a 1000-seat concert hall built in the vineyard style. Vineyard style performance spaces are intended to keep musicians centralized, with audience seating rising above them in tiers — reminiscent of a terraced vineyard.


“While this spatial approach was primarily developed with optimal acoustics and line of sight in mind, BYU’s concert hall will also serve a distinct pedagogical purpose, as it will allow students and patrons alike to have a clear view of performer technique,” Adams said. “The venue will be the first of its kind in the Intermountain West, marking a significant achievement in musical innovation and excellence in the region.”

Construction is expected to be completed by Fall Semester 2022. Big D Construction has been selected as the general contractor for the project, with HKS Architects as the architecture firm.

The College of Fine Arts and Communications has long been an integral part of BYU. The School of Music was one of the original four departments when the university opened doors, and the Harris Fine Arts Center is the most-used academic building on campus, presenting more than 500 performances a year.

Project Narrative:

The proposed project is for a 149-unit apartment building that will be a mix of studio, 1 bedroom, and 2 bedroom units on a 0.77-acre (33,600 square feet) parcel in the R-MU – Residential Mixed Use zoning district.

...Beginning this week, PEG Companies has begun construction on Phase 1 of the Freedom Commons project that includes a large parking terrace, and upscale mixed-use retail and office spaces. It will house the headquarters for PEG.

According to Matt Hansen, vice president of development for PEG and the project manager for Freedom Commons, the first phase actually started with the building of the Hyatt Hotel on 100 North and Freedom Boulevard. It also will include the eight-story parking terrace with 654 parking stalls, and an office building...
