Oh it ain't. Calgary's is about 3-4 times the size and has good depth.

Stantec Tower will be the tallest tower in Canada outside Toronto (~250m). JW Marriott is going up right beside Stantec and will be just shy of 200m. Current tallest in the city is Epcor or Manulife depending on if you count the spire. In either case the skyline currently peaks at ~150m, so both towers are going to make a dramatic impact on the skyline.

Also of note is that I really love that angle of Edmonton because it gives the illusion of the buildings being a lot taller than they really are. The towers in the foreground are built on a steep hill which isn't very apparent when looking at the skyline, so the towers in the background look like they're 200m or so. As a result Stantec is going to look enormous from this angle.

The historical row houses and lamp posts are dead give aways that it's not Toronto. Montreal's are noticeably grander in both respects. It's a product of Montreal's former prominence, wealth, and social standing.
